The problem is that most of the remaining inequality is not being seen for what it is:
1. class... Blacks make up a disproportionate number of the poor and working poor. The problems they recognize as problems of the "black community" are really problems of the poor, particularly the urban poor- lousy schools, high crime, lack of opportunity, lack of capital, etc. They are better framed as problems of the poor than racially based problems.
2. social/cultural... There are no legislative barriers left really, but there are many social and cultural issues... more difficult because government can't do much. And in order to be addressed they must be brought up and brought to people's attention- but when this happens, people freak out.
This just isn't accurate. Black kids are mostly bussed out of their communities into white schools, to the detriment of everyone. And, the primary obstacle to IS cultural, its the black culture's rejection of anything they see as "white values" like education, obeying the law, speaking the English language properly, being financially responsible, etc. Any blacks that dare exhibit these traits and others will be called Uncle Tom. I have taught in predominantly black schools. The majority will not stand for the pledge of allegiance, they reject any correction of slang, reject anything educational, brutalize and terrorize any student that actually tries to learn, create as much as distraction as possible to be the center of attention and point out the special treatment they are demanding and receiving, using profanity, singing disgusting rap music in class, abusing the girls sexually (so common you aren't allowed to write a referral for it unless the girl agrees to press charges), etc.

If you reject goodness, don't then call it discrimination that you can't achieve the American dream. You have to WANT the American dream and work for it in order to attain it. The problem with black poverty is black culture which embraces nothing of intellect anymore. A few "Uncle Toms" are trying to turn the tide but are having no success. This is not what MLK and the civil rights movement was about and they would not be proud to see what blacks have done with the freedom they have gained.
