ROTFLMAO. Now this is just plain crazy. If you see a murderer kill someone on the street, and you didn't do anything to stop it, does the criminal justice system hold you liable? Can you be found guilty for the crime of murder? No. An innocent bystander is not liable for the actions of criminals. And it's ridiculous to even claim such.
In regards to voting, if you vote against the person in power, how are you liable for their actions? If you speak out against what they do, vote against them, and protest against them, you're hardly aiding and abetting any criminal acts they commit.
