Basically, here is the line of thinking from some of these people, using the same example above.

If I saw somebody get killed and did nothing to help aforementioned from getting killed, should I therefore be killed or punished? (*)(*)(*)(*) no.

Why risk my own personal safety and life for a stranger?

Now granted, I personally, if I had the means to help, I would, but that is just me.

War time, peace time, whatever time, innocent people under democracy, under dictatorship, under monarchy, under anything, should not be targeted for any reason at all. It's just as bad as 9/11.
