I do agree wit hthe premise that we should alter the system to reward marriage and hard work.
However at some point you have to deal with the fact that people have a bad habit of not dying when it would be convenient for you. When their grandmother needs meds some percentage of the population will just let her die. And when a husband gets injured and can't work some percentage will starve or freeze.
But some will turn to crime.
This at least needs to be addressed. Personally I'd like to see a better shelter system instead of paying for houses and the like. Where people could stay warm and fed but not have access to the rest and actually do some work by pooling watching the kids in the shelter.
The medical issue is bigger and applies to much more than just the poor. I don't know how rich you have to be to pay for all your medical expenses until you're over a hundred years old but I bet it has to be upper class if not outright rich.
