The NSA, whose job is to track terrorists and which isn't trying to sell books, had a 325,000-name list in 2006. Due to duplicates and aliases, the list actually includes about 200,000 individuals.
If you want to use 200,000, fine -- that's still just 0.02% of Muslims, assuming everyone on the list is a Muslim.
But the number is almost certainly lower than that. Besides ongoing questions about the accuracy of the list, it is made up of "known terrorists and suspected associates". Basically, you get on the list if you belong to any organization designated a terror organization. So if you're a member of Hamas, you're on the list, whether or not you're an actual terrorist and regardless of whether you have zero interest in attacking anything but Israel.
Is 200,000 a lot of people? Yes. Is it enough to indict 1.5 billion Muslims? Hardly.
