I heard something about, even though we didn't ratify the treaty, our emissions have dropped more than Europe's.

I wonder if there is any validity to that? Has anyone else heard this?

Either way, as has been pointed out, China, the country which contributes the most Co2 of any country, doesn't have to curb their emissions.
