" Clean Kosovo in 1991 "? Serbia was too busy with Slovenia, Croatia, and later with Bosnia.
When it comes to Kosova, Milosevic and his CO, thought they could get away with it. But little did they know, that was not going to be the case.
And please, don't blame NATO, or the US, or the rest of the world for that matter, for the position Serbia is in today.

The way you make your bed, the way you have to sleep in it. The Serbian people chose to back Milosevic, so now they have to face the consequences. You are no "victims" here.

The Yugoslav Army, Serbian police, and paramilitaries were all responsible for war crimes in Kosovo.

The report further compared the expulsion times and patterns to the NATO bombing and found that "only a small fraction of Kosovo Albanians fled Kosovo as a direct result of NATO bombing raids."

The pattern of departure of many of the refugees also strongly points to organized expulsion rather than spontaneous departure.
