He's talking about the ethnic cleansing business (as was I above). Not that the Albanians were lilly white goody two shoes in all this. But the Serbs would be the ones with the power, and you're the ones who escalated it to the point of needed to be bombed. (And bombed quite a bit before you'd lay off on attacking the Albanians I doubt NATO expected you to keep going so long)
