This is not accurate, as Hizbollah,the Mehdi,etc army are not countries or sovereign nations.They are terrorist factions made up largely (or entirely) of criminals.
Israel BTW does quite a fine job developing advanced weapons on their own.They also possess an arsenal of nukes which have never been deployed or ever threatened to be deployed.This IMO wouldnt hold true if Iran were to get them.As soon as they had them,as perham stated, they would probably brag about them,like they do every time they flaunt another UN/IAEA line in the sand,and have a big parade.At that point it would be too late to act.It is not too late yet.Thats the issue.Once youve got them or really close to having them,its not easy to let them go (see NK).
While its clear they havent got them yet-theyre working on it undoubtedly.
There is really no question about them arming the Mahdi militia,as cache after cache is found with Iranian marking on them.More and more 'special' groups are being rounded up and interrogated.
