Do what australia does force the little bastards to finish school. In australia you have to be in some kind of formal education (high school, traineeship, apprentaship (my spelling shames me) or in full time employment) until your 17 1/2. Gives them a good start and prevents alot of them from simple dropping into unemployment when they turn 18.
