Its true that he offered these laws, which did focus on attitudes. However, he gave us these because if you follow them, you will follow the other laws.
If you love your neighbor, you won't murder, steal from, or harm your neighbor. If you love God, you will keep the sabbath, pray to him, and do what he calls you to do. If you love yourself you won't abuse substances, or commit suicide.
Thats the idea, but he didn't replace the laws.
