Sign of the times.

Actually, quite a few states had gone dry, just before the prohibition. You have to remember that back then, religion wasn't demonized, like it is today. It was a fundamental part of everyone. There was massive pressure from both the left and the right, to make the entire country go dry, and they didn't realize the problems it would cause.
