Well, individual rights and keeping taxes low. Which again favors the wealthy, as does privatization more often than not.

As for States Rights I'm given to understand that had a lot to do with segregation at the time. Of course now Democrats support of states rights is for gay marriage purposes. Basically it's a matter that when you can't achieve your goals at a federal level you try to let the states (which have higher democrate/republican voters as appropriate) decide the issues. Meaning instead of none of the states having things your way some percentage of them will.
