What I mean by this is a system of government where each country elects it's own representative and they make decisions about the largest and most important topics, while each government still has it's own freedoms. I now realize that human nature is too skidish to be governed by a foregin power, so maybe this government should be a sort of... Hegemony, ha yes with fear slightly imployed with a reserve army that scares the warmakers, and is used for fright not fight, unless abslutely necessary.
