Obviously intent matters, especially if his intent is to hand a gun off to some kid who is going to massacre 20 university students the next day. Thats just great, so you still think theres absolutely no problem with someone buying massive amounts of guns for this purpose?
Clearly a simple one handgun a month policy will affect under 1% of purchases, and those are the purchases which most likely have a malicious intent behind them.

The typical gang member that is old enough to purchase a pistol has no clean record. He has been in a gang for the better part of his life and has a long record already.
