Whats the deal with #4 buck. I heard of some police departments up here in Canada witching to number 4 buck for their patrol shotguns because of fears of over penetration with 00 buck.

That is because of the findings from this test, and a few others like it.

The problem is they did no live animal testing to compare results. Ballistics gel is an ok model for testing terminal ballistics, but it is not as good as flesh and bone. The results the FBI crime lab and the tests MARCORSYSCOM (sorry it is not open source) came up with said that #4 buck (not #4 bird) will not reliably penetrate bone and flesh to a depth that will regularly hit vitals from all angles, even at fairly close ranges. They cause very lage shallow wounds that will not reliably take down someone that is on something. And even someone that is not on something, but is determined may be able to push through the pain.
Gel just does not give you all the answers, it has to be done along side live animal testing to yield accurate results. PETA hates it, but if killing a few hogs saves a few humans then I am all for it.
Could 00 over penetrate? Yes. But it is highly unlikely that it will retain a velocity that could be lethal.
