It's working pretty good in Iraq! It's difficult at best to get local police forces, State police forces, sheriffs' officers, the National Guard; all highly trained and with lots of fire power to move violently against their friends and neighbors, hence the problems the Iraqi Police force is encountering.
The experiences of the people of Myanmar should be a sobering lesson of a government run amok.
