I would say that the federal government should be amendments for all of these functions that it doens't already have, and give the rest of that power to the states.

1. military
2.federal reserve
3.judiciary functions
4. education, the states would still have influence over it.
5. universal healthcare
6. internal improvements

I guess that doesn't leave too much for the states, but my point is that welfare should be completely carried out by the states.

The growth in the federal government doesn't really scare me, but its that those increases in federal power break the constitution, and if the constitution can be broken a little now then it will be easier for the constitution to be broken on more important issues.
