I can't attest to whether Obama will bring change or not, as I am not psychic... and generally I have low expectations of politicians, even ones I like (relative to the others).
But as for the congress approval, that's a funny bunch of numbers... Congress as a whole gets poor ratings, but somehow each individual congress member gets great ratings with their own constituents.
So people seem to think that congress is bad... but their congress members are good!
What exactly does that mean? Basically that people will despise congress as a whole if it doesn't act exactly as they expect on a local level... but people have no uniform expectation of congress, as they all seem to think their guy is fine!
The president... well he's everyone's president. And while we can't say everyone expects a uniform thing from him... what we can say is that there is more agreement that he as an individual is doing a bad job!
But at any rate, Congress' low ratings do not appear to have as much to do with which party is in charge as much as the fact that every locality has its own expectations. Democrats who think lowly of Congress are frustrated by what they see as obstruction to change and possibly weak leadership. Republicans just don't like the Democratic positions. That is exact opposite reasons for being angry! So how can you think that the party of the president is important in that dispute?
