Only people designated by the parent to have that authority should use it.

What about school teachers or the Principal at the child's school?
I remember getting a few 'swats' when I was an unruly disruptive smartass at school and I wasn't the only one. It shut me [and others] up and maintained a calm decorum in the classroom.
