Your choice of words is inaccurate, there is no 'entitlement'. There is no God given right to vote, and furthermore the constitution grants no such right. With those things being said, what opinions are meaningful in the selection of the leader of the free world should be well filtered and people who aren't able to function as a productive member of society shouldn't be given the
privilege of voting.
And it isn't so much a matter of their opinion "not being worth anything" but more a matter of whether they've the mental capacity to make an intelligent selection in what may perhaps be the most powerful elected position on the planet. So inmate and cons feel free to share your opinion with anyone you want, but when it comes time to cast a ballot I'd prefer your crazy ass stay at home.
