It depends. As long as the parents aren't actively attempting to pit their kids against education, it's possible for the right program and the right teacher to open up the kid to the possibilities. This is especially true when the parents are just ignorant rather than hostile toward education... as is often the case.

But it still holds true that it's not about how much money there is. A certain amount of money is a prerequisite, but it is no guarantee of a working program.
