No, they don't. They shouldn't have a say in society's future until they are once again part of that society.
These people are not allowed to decide what or when to eat, when to sleep, when to shower. It is part of their punishment. Do to their past decisions, they have been put into the custody of the state, much the same way a child would be when orphaned (not the best anology, I know). They have guardians who decide for them. If the decisions they make have put them into that situation, then have no business voting for anything.
