The parties open themselves up to this by not making the rules more strict. I think when I lived in Michigan you had to formally declare your party affiliation well before the primaries. So 12thMan wouldn't have known that McCain was the GOP candidate before she had to declare. She likely would not have known it would be down to Obama and Hillary, either. Hence, she very likely would not have declared Democrat. The Texas rules make it easy to game the system. If they want to avoid that I suggest tougher rules.
