Interest groups represent the interests of the people. Sometimes the people themselves aren't even aware of the interest, but the impact certain "interests" have on their lives is palpable. "Stealth veto" is a preemptive check of the Congress by the people. There are so many interest groups, it could hardly be fair to say that it is just a handful of people with power.
