THe total carbon emmitted by the USA is linked with GDP. So, the term "Carbon emmitted PER GDP growth" is used
THis means that if the GDP grows for the USA which it usually does (although growth now is slow or negative) then the amount of carbon can be increased.
In other words if the GDP say grows by 10% over a specific time period, then the amount of carbon emmitted can also grow by 10%. And the wonderful thing with this spin doctoring is that the US government can then Claim that the amount of carbon emitted per GDP growth has remained unchanged for this period.
