Well yes, they did. But it was eventually overturned by voters in a referendum. And if it hadn't been, the Supreme Court would have overturned the law as being in violation of Roe v. Wade. States pass unconstitutional laws on a fairly regular basis. But the laws are always struck down. In other words, they can pass a law, but that doesn't mean it will stick.
