How can I research your position until you lay it out? I am trying to help you lay your case out rationally. So, you are citing an American law to enforce an international agreement? Okay. Let's see the relevant law. And, you claim this law applies to entities that have not signed on to the convention as well as entities that exist to defy all the rules of the convention?
