I'm not quite sure what you don't understand. The law says it's a felony to violate the Geneva Convention. If you do something that goes against the Geneva Convention, it's a felony. The Geneva Convention says you cannot torture POW's, so if you torture POW's it's a felony. Starting to get the picture yet? And I already cited the law. The exact wording is available
here. You can dance around all you want, but it's still a felony.
