Actually, what you're describing is literally terrorism, when you think about it. That's the supposed logic behind explosions in peaceful places -- fear will make you back down!
It's never worked in the history of forever, incidentally, but never mind that. Scaring your enemy sort of feels good, so a lot of people are in favor of it. Even if it hurts your chances of winning in the long-term, many people will go with what feels good in the short-term.
Let me put it like this, to explain why I'm (respectfully) opposed to your way of thinking -- we know that Americans have been tortured. Does that make you want to fight less?
It certainly doesn't make
me want to fight less. But it's best not to let yourself be manipulated in any direction by your enemy.
