Back to the original question.

We have to apply the same model to both sides. If Saddam is responsible for all the Iraqi deaths that occurred in the Iran-Iraq war then the US is responsible for all the Iraqi deaths in the US invasion and the Gulf War.

If the US calls out for the people to rise up and take arms against Saddam, who is responsible for the deaths?

If the UN places sanctions on Iraq that are heavily supported by the US, who is responsible for the deaths?

There are so many variables and there will be no conclusive method to categorize these deaths. The only thing for certain is one bloodthirsty regime cannot hold it's head high over the other.
