I think 70,000 barrels increase might change the price of gas by about a cent or two, but nothing very serious. Honestly, its a waste of oil.
The whole concept that maybe if we cheapen oil "right now" is just sad and a pathetic attempt to curb an ever-increasing oil price that looks to have no future in declining. Its a stupid political move that will have no real benefit and Bush is right, there will hardly be an effect on the market.
But instead of focusing on the real issue of oil reserves reaching or having reached peak production, they seek the more popular route of ignoring the long term problem for a quick fix that wont do anything.
No new large oil reserves have been found within the last 10 years, Mexico is in deadlock, Canada is literally digging up its oil and the Alaskan Reserves are still being protected (for good or for bad). The US is looking to hard times in the future and the fact that China and India are two rising economies that threaten to encroach upon the oil markets just means that the future we face will only have increased oil prices.
And we still have people crying for a gas tax for future investment... seriously, sometimes I have no hope for our political future.
