Because they were being persecuted everywhere else. The endless pogroms were causing suffering ot the Jews, and irritation to everyone else.
I dont agree with the way they did it, but the need was there.

It does have the authority. It could choose to expel the US any time it felt like it.
The fact that they choose not to exercise their authority doesnt mean they dont have it.
