No "development" is required. Just the production of sufficient amounts of antimatter. A bomb would be as simple as turning off the containment field. Currently the official story is that we cannot produce that much antimatter. But if we could, or if we were in the process, I very much doubt that the public would be informed. Such an "ultimate weapon" would surely be top top top secret.

However, the same site also mentions that cosmic rays are a natural source of antimatter, so a space-based antimatter production facility would be very possible. The inefficiency of the process would be irrelevant when the power is all free to begin with.
