No the problem was none of the victims were armed, so they could not defend themselves. None of the bystanders had a defensive mindset and were not armed, so they could not defend their fellow man.

Japan banned firearms a long time ago, yet this type of thing continues to happen.

We do not have a gun problem people. We have a violence problem. Banning tools will not solve the problem.
