It sounds to me like it's redundant.
If the woman is marrying a non-Muslim, she's either leaving Islam or progressive enough a Muslim to have reason to fear fundies.
In any case, I doubt she believes in that rule and I doubt the guy she marries does... and so if they don't live in a backward tribal area or a state with Shariah Law... they're probably doing fine.
Based on the fact that this woman is obviously pretty progressive... she should probably move if she lives in such an area anyway. And her husband probably as well.

The point being... the only Muslims that care about this rule are the ones who would kill a Muslim for leaving Islam or kill a polytheist or whatever.
It doesn't apply to the majority of Muslims, who simply do not recognize or practice it.

You do realize that if those who don't practice it "removed" it... those who do would still practice it?!
Islam is a very decentralized religion. There isn't exactly a universally accepted canon for these hadiths.
