No, she does not. That doesn't make it a wise decision on her part to dress that way if she will be in an area where that could happen.

Just to be clear, rape is incredibly wrong in all cases and should never happen. A woman violated in that manner is not at fault in any way. That doesn't mean I won't teach my now 2 year old daughter when she gets older that she should make good decisions about what she wears and where in order to have a better chance of being safe.
