They could then undersell the big tobacco companies to the point of driving them out of business. Then when the people that choose to smoke go to feed their addiction, they will have no choice but to buy the government brand. We can then use all the profits to fund health care for children. If the people that smoke are going to be stupid enough to waste their money, it might as well be put to a good use.
