I'd put the blame at Mulroney's feet. He was the one that assembled the unholy coalition of western conservatives and separatists with the promise of further decentralisation. The separatist movement was already sputtering in the 80s when the Meech lake nonsense and the subsequent perception of being slapped in the face revived them for a while.
