In case you don't get it he's refering to Pavel Chekov, a character in the origional Star Trek series.

Which was actually kind of interesting in that Star Trek ran during the cold war. So it would have been tempting to avoid having Russian characters on such a show or have them have some negative traits or something, but the Pavel Chekov character was supposed be part of showing humanity finally working together and was reliable, skilled, and on his way up the ranks.
