There's a lot left unsaid
Look, I'm all for actually enforcing sanctions when we impose them. But most sanctions have rules about their use.
The dispute here seems to be whether the explosives were being used for WMD purposes. The IAEA didn't think so, or wasn't sure, so they had no mandate to destroy them. So they continued to monitor them.
That was in 1995, and most experts now agree that Saddam dismantled his WMD programs after the 1991 Gulf War. So it's possible the IAEA was right.
If there was clear evidence, or a strong balance of evidence, that the explosives were being used for WMD purposes, then the IAEA was wrong and they should have been destroyed.
So the question of who was right revolves around the extent and nature of that evidence.
Which we don't have. Yet. I hope more of that comes to light.
