Default Driving (the Laws)

In the U.K i've heard thier thinking of changing the age of leagally driving from 17 years old to 21.

By doing this they believe they can decrease the traffic and minimize car accidents. What do you think of this? I believe there will still be large ammount of accidents because elderly people are still driving and can be the worst drivers and are still able to drive.

What laws do you think should be brought out about driving?
