That's how the CNN article worded it, not me. Plenty of people have suggested there was a threat, but perhaps "toward the
individual states" would have been a better way to characterize the mistranslation.
Regardless, the fact that there was confusion around the interpretation of the concept of a "state" remains the central issue.
