I didn't know 'getting even' was part of the ideology on the war on terror. So, how will the US 'get even' with Germany and France?

I'm pretty sure that the same heroin ends up in the US, but it first has to go through Russia (where it already is a considerable problem), and the former Soviet Bloc (same as Russia), then to Europe. It is a global problem, one of the few things the Taliban did manage to do was to eliminate poppy harvests.
