To sum up, I believe that Sowell is saying that not everything works the same in every situation. While this does not equate to a dismissal of the credible theory that in general black people in America achieve a lower level of income as a mostly as a result of de facto discrimitaion, it does shine a light on the lazy misconception that everything works the same everywhere and for only one reason.
