To get to the level both of them have in their careers, they seem extremely functional to me. Arguing that anyone who lived through the front lines of a war is mentally unfit to be President is ridiculous - at least they can appreciate the reality of war and the true meaning of dying on the battlefield - something that Bush clearly hasn't the slightest mental grasp of.
