Default Federal funding

Is there partisan favoritism when it comes to the Federal Government provinding funds for the different States in the Republic? For example, does President Bush takes into account that California voted overwhelmingly democrat and consequently reduces federal spending for that State as a act of retaliation? Are the Republican States enjoying better revenues and more consideration and attention in the bills that are being passed by the Congress?
