Interesting way of looking at it. The point is that when you allow tax cuts, you don't give anybody anything, you just allow them to keep more of what they earned.
I would rather be allowed to spend my own money, then give it to government and have them decide how best to use it.
Though specifically to your question, when you have tax cuts, you attract more business, which means you get greater revenue from economic activity from stimulating the economy. To give an example:
After Reagan's giant tax cut for all and the rich, came more tax revenue too from the rich as they are encouraged to invest and spend. Take a look:

Whereas with government spending you have pure loss of cash.
