Instead of holding members accountable for their earmarks, House Democratic leaders attempted to move appropriations bills that included slush funds for secret earmarks – earmarks that would be “airdropped” into House-Senate appropriations conference reports at the last minute, eliminating virtually all member accountability for those earmarks.
