To answer your question:

IT IS ITALY!

They are not known for strong backbones.
The last time they achieved something great was 2 millenia ago. They also have a culture of abusing their own systems (going back to the Roman Empire and everything in between then and now) so therefore, it ought not surprise you that they are doing it in 2005.
